Explain why opposition to the Nazi regime was so limited. [8 marks]

Mark scheme (levels-based):

L2 (3–5): Identifies factors (terror, propaganda) with basic explanation.

L3 (6–8): Sustained analysis of multiple interlocking factors: the Gestapo and SS made organised opposition extremely dangerous (execution, concentration camp); propaganda shaped people's worldview so many genuinely believed in Hitler; economic recovery created genuine support; most people were not directly threatened and chose compliance over risk; those who did oppose (White Rose, Stauffenberg) were quickly eliminated. Evaluates which factor was most important — likely the combination of terror + economic success creating a majority who actively or passively supported the regime.
